For once it appears the US is following Britain on something.
Back in the eighties, when yuppiedom ruled, quite a few restaurants sprung up where the staff were told to be as rude as possible to customers. They were quite popular for a while in London - nobody risked starting them up in Scotland!
One in particular went for the Fawlty Towers theme, and there was even a place where the staff dressed as SS officers.
But, as with most of these things, the fad passed and they died a death. However, there are still a few around which don't do it deliberately - they just have ignoramuses working there.
