I believe Bush is a moron too, but he is quite crafty when he needs to be. Don't be fooled by his Texas drawl. It's a "man of the people" facade, like when he mispronounces nuclear - nuk-ular. He understands his political base (i.e. idiots) and he panders to them. He makes decisions based on "feelings" or "intuition" rather than basing them on "facts". This again describes his base because they are "people of faith".
Bush has a lot of crafty people around him, or at least in the early going he did. Now most of them have left the administration to pursue other avenues of capitalism. But the Bush Machine will be replicated by other politicians in the future because it was a model that worked. Do what you want when you want and there'll be no repercussions. You don't even have to answer questions if you don't want to.
