This is what gangs do on the streets, the strong control the weak. Where is the rehab?These people will go back onto the streets exactly the same as when they went into prison with no hope.
So, taking criminals with high recidivism out of the public (whom they commit crimes against) doesn't reduce crime...how do you come to such a conclusion?
Sometimes people have mental issues, their problems sometimes then turns them into criminals. Without the proper care initially this is where they end up. There should be more visible policing because they make for good target practice :p
