That's not affection, they do that so they don't float away from each other. Holding hands is a social thing; what do you think the otter saw the tourists doing it and leaned over to the other one and said "hey I really like you, let's hold hands too"?

Everyone should go see the new Otter exibit at the Monterey Bay Aquarium. They are adorable when they are pups and you see the surrogate moms teach the pups how to be otters. Check it out, all animal lovers. The program involves otter orphans. Beautiful to see..
