This is the UK, manned security cams are the norm. Course here in the US people would scream bloody murder claiming it infringed on their rights and that the government was watching them!
I always wonder, who is filming this stuff? At first I thought just a "security" cam on the street. But the person holding the camera followed him. Was it a friend of his, who knew he was going to do it, and wanted to get it on film? Or was it a set up? Didn't seem like any real harm was done. The place didn't explode, and even the people out front got away unharmed. And could anyone really be that stupid as to slop flammable liquids all over himself then light it up? What's the deal?
Free like garbage said below, it's a manned security cam, and it appears to me that one guy almost got "bombed"! I bet the firebug was burned pretty good too, drunk no doubt! I wonder what country this happened in, looks like a foreign plate on the car.
Many surveillance systems are manned by staff who monitor them. Thus they can pan the camera to follow an offender or potential offender.
They then analyze the video and can't tell who it was because the quality is so shit.
