The Iraqis had a tough choice, since their SAMs were all guided by active ground radar. Either keep the ground radar on to continue guiding the SAM, and risk getting hit by a US HARM missle, or turn the radar on just long enough to target a plane and launch a SAM, then turn the radar off and let the SAM go unguided (where it had no chance of hitting anything other than the ground). In this way, the brave Iraqis quickly died, and the cowards survived to fight again.
