Put the lid down. Buy a kid safe lock for the toilet. Even that cat couldn't see the water going down then and s/he will lose interest. I was going to suggest locking the door, but then how would the people get in? Put the key high enough the people could reach it, but the cat couldn't knock it down. DO SOMETHING.
