1- Amazing the photograher followed the car to the crash (seemed to know)
2-The male bystander calmly walks over to check on the driver and then relays info on his 2-way radio he just happens to have (watch last second).
3-Barricades setup probably for staging/triage area

Oh ya, and they used an old car.
Don't want to demolish something new.

May be training for the conductors.
'real life' training for various senarios.
